NOAA is taking a multifaceted approach to support aquaculture, including through spatial planning, robust environmental reviews, and research investments. A key part of this strategy is the identification of Aquaculture Opportunity Areas (AOAs). By proactively evaluating broad regions for their environmental, economic, and social suitability, NOAA significantly advances the siting process for commercial aquaculture while minimizing conflicts with protected species and other ocean users. 13 AOAs have already been identified in two regions of the country, others are under development in Alaska, and NOAA is in the process of determining where to launch a new AOA effort.
In addition, NOAA recently made a historic scientific investment by establishing a nation-wide, long-term aquaculture research partnership - the Cooperative Institute Fostering Aquaculture Research and Markets (CIFARM). Through CIFARM, NOAA will collaborate with numerous academic institutes, industry partners, and non-governmental experts to address critical challenges using artificial intelligence, engineering innovation, and seafood market research.
Together, these and other coordinated initiatives comprise a comprehensive national strategy to increase seafood competitiveness, reduce reliance on imported seafood, and support economic opportunities across seafood supply chains.
